Westover Metropolitan Airport (KCEF) is the newest member of the growing number of airports working with HangarNetwork. This article features its historical background, current operations, and available properties, including both developable land and hangar space. Mr. Ted Hanna, Airport Manager, told us that the return of 24/7 operations and the installation of pilot-controlled lighting is anticipated to boost activity at the airport and spur further development. The curfew on night flights had been in place since 1985 and was only recently lifted.
The Westover complex, located near the western Massachusetts cities of Springfield and Holyoke, is a joint military-civilian facility originally built in 1939 through war-readiness preparations during the runup to World War II. The original Westover Field was named after Major General Oscar Westover, Chief of the U.S. Army Air Corps from 1935 to 1938.
Westover Field became the largest military air facility during WWII, and was renamed Westover Air Force Base when the Air Force was established in 1947. Many aircraft flew from the base in support of the Berlin Airlift in 1948-49. In 1955 the base was turned over to the Strategic Air Command (SAC) and became instrumental during the Cold War. In fact, serving in its capacity as a base for nuclear-armed B-52s and KC-135 air refueling aircraft, Westover was one of the primary targets of the Soviet Union during that time. In case of nuclear war an alternate SAC command bunker was built about five miles away deep below Bare Mountain, and communication with the base was maintained via underground cables and microwave.
The base continued to support operations during the Korean and Vietnam Wars, with bombing and cargo missions originating directly from Westover. Following the end of the Vietnam War the facility was turned over to the Air Force Reserve and currently remains the largest Air Force Reserve base in the country - indeed the world - with a land area of 2,500 acres and housing a complement of about 5,500 airmen and support personnel of the 439th Airlift Wing.
The U.S. Air Force owns the roughly 2,500 acres just mentioned, and the non-profit Westover Metropolitan Development Corporation (WMDC), owns about 100 acres on the southwest corner of the airport. WMDC has been operating the civilian Westover Airport under the joint-use agreement since 1974, and the Air Force extends its air traffic control and firefighting/rescue services to civilian users.
There is a full-service passenger terminal at Westover, complete with secure TSA screening facilities. It was built in 1989 to service commuter airline passengers and continues in operation today. Commercial air service had been available at CEF in the late 1980s and again briefly from 2007 to 2008.
The main Runway 05/23 is the longest in New England at 11,600'' x 300'', and since it is able to handle the Air Force''s largest and heaviest aircraft, the C-5 Galaxy, it is well within operational limits for any business or corporate aircraft with virtually any passenger, cargo, or fuel load factor. ILS and GPS approaches are available for Runways 05 and 23.
There are 40 aircraft based at CEF, including 24 civilian and 16 military. Current operations average 44/day consisting of 64% military, 25% local GA, 8% transient GA, and 3% commercial (charter), including numerous military training and operational flights that transit through the airport. The total economic output of the airport, including direct on-airport elements as well as military operations and multiplier impacts throughout the community and region, is approximately $255.7 million.
The FBO on the field, Metro Air Services, is operated by the airport and provides a full range of ground support services including contract fueling, baggage handling, international arrivals and U.S. Customs, catering, ground power, lav/water service, TSA screening, and transportation to local hotels, restaurants, and attractions.
The airport is actively seeking to enhance its position as a premier choice outside the busy and expensive Boston and New York area airports to attract businesses as well as corporate and private air travel, and is offering leases at a significantly discounted rate. There are about 120 acres available for development on the south side near the approach end of Runway 5. This area can be subdivided since a portion has direct airside access and would be on an airport ground lease. Other areas have partial airside access or are not on airport land but would be viable for through-the-fence operations.
In addition to the new development, the airport manages 11 large hangars ranging from 24,000 to 31,000 SF, most with large doors (210'' x 28''). Currently there are two hangars with space available for lease:

The airport promotes a business-friendly environment and offers substantial incentives to attract new businesses and grow its status as an economic engine for the region. Because of the presence of the long-term operation of the Air Force Base, there is also a large, highly skilled aviation workforce in the area for maintenance, management, and other staffing needs.
