Senators Move to Extend Air Carrier Support Bill
Two U.S. Senators have introduced a bill to extend the Air Carrier Worker Support Extension Act of 2020 through at least March 2021. The original bill expired at the end of September. Senate Commerce Committee chairman Roger Wicker (R-Mississippi) and Appropriations Committee chairman Susan Collins (R-Maine) jointly introduced the bill last month. It would extend the bill for at least six months. It includes $28 billion in funding from new appropriations and unspent CARES Act money. 

Nevada Lawmakers Ask Congress for $45 Billion in Emergency Aviation Aid
Members of Nevada’s congressional delegation are calling on Congress to immediately provide nearly $45 billion to aid the aviation industry. The request includes a $32 billion extension of the aviation payroll support program and $10 billion to help airports continue construction projects and offset lost revenues. Approximately $3.5 billion would aid airport concessionaires.

FAA Announces Major Grant Program
The Federal Aviation Administration (FAA) has announced grants totaling $335 million to advance safety, improve travel and generate jobs at airports across the U.S. The money includes 61 grants for 80 large and small airports. Grant money will be used for smaller projects and large projects such as runway and taxiway reconstruction. The grants are funded from $300 million from the Airport Improvement Program and $35 million from the Coronavirus Aid, Relief and Economic Security (CARES) Act.

737 Max May Resume Flying in Europe by Year End
Patrick Ky, Executive Director of the European Union Aviation Safety Agency (EASA), recently announced that Boeing’s grounded 737 Max airliner could receive regulatory approval to begin flying in Europe again by year-end. EASA is expected to lift its ban not long after the FAA approves the plane to resume service. Clearance from individual European nations may take longer. EASA and the FAA have disagreed on the scope of the reviews of the plane’s systems.

Virginia Allocates $7 Million for Airports
The Virginia Aviation Board is allocating more than $7 million to 11 airports in the Commonwealth. The money will be used to fund 20 projects at the airports. The board also approved its Commercial Air Service Plan, which is designed to help Virginia’s nine commercial passenger airports recover from impacts caused by the COVID-19 pandemic. The plan allows airports to used annual entitlement funds to temporarily help cover operating expenses. The funds were originally only to be used for capital projects.

Fort Worth Fires Aviation Director, Calls for Criminal Investigation
Fort Worth, TX, City Manager David Cooke has asked for an audit and a criminal investigation into the city’s aviation department after firing the city’s aviation director. Details into the matter are scarce, but the city removed the aviation director after conducting an internal investigation into the department. The Fort Worth Aviation Department oversees three airports: Spinks, Meacham International and the Alliance airport.

Raytheon to Cut 15,000 Jobs
As a result of a reduction in business caused by the COVID-19 pandemic, Raytheon Technologies announced it is reducing its workforce by 15,000 people its corporate organization and commercial aerospace group. The workforce reduction includes Collins Aerospace and Pratt & Whitney. The number is nearly double the number announced in July. The job cuts come nearly six months after Raytheon merged with United Technologies.

New COVID-Barriers Installed at Airports by TSA
The Transportation Security Administration is completing a project the install 1,200 COVID-19 barriers at 37 airports across the country. The full-height plastic barriers are intended to protect passengers and TSA personnel from the spread of coronavirus. The barriers are part of the TSA’s COVID-19 protection plans, which also includes gloves, face masks and disinfecting solutions.

New Dallas Airport Warehouse May Belong to Amazon
A planned build-to-suit warehouse near the Dallas-Fort Worth International Airport may belong to Amazon according to the Dallas Business Journal. The building will be more than 517,000 square feet and will sit on a nearly 58-acre lot. Plans submitted to the DFW Airport Board did not list the name of the future tenant. Amazon currents occupies more than 11 million square feet of warehouse space in the Dallas area. It’s expected to add an additional 2.3 million square feet by the end of the year in the area.

VistaJet to Provide SAF Environmental Credits
VistaJet has signed an agreement with sustainable aviation fuel (SAF) provider SkyNRG that will provide charter customers with a “book-and-claim” mechanism to pay for the volume of fuel used in their flights with SAF fuel. While the actual SAF may be dispensed into another aircraft somewhere where a supply of SAF is available, the mechanism allows charter customers to receive environmental credits for the fuel used in their flights.

Sustainable Aviation Fuel Contract Extended
World Fuel Services has extended its contract with Gulfstream Aerospace Corp. to supply the manufacturer with sustainable aviation fuel (SAF). World Energy produces the SAF. The contract extends the original agreement signed in 2015. It was the first contract of its kind. Gulfstream uses the fuel for its Savannah, GA, fleet of corporate, demonstration and flight test aircraft. SAF has a 60 percent smaller carbon footprint than conventional jet fuel.

RFPs Issued for Two Projects at Manassas Regional Airport
The city of Manassas, VA, has issued two RFPs to increase and improve hangar space at the Manassas Regional Airport. One RFP seeks bids to develop a new hangar complex on two parcels of land that total 10 acres. The land is near the soon-to-open Chantilly Air facility, which will be the airport’s second FBO. The second RFP is for a long-term lease of the 24,000 square-foot hangar complex currently occupied by the Chantilly Air maintenance dept. The bid includes infrastructure and building improvements.
